What is Heart of The City (HOTC)?

HOTC is a non-profit organization that has been charged with the re-development & revitalization of our central core.  The Heart of the City Improvement Corp (HOTC) was established to revitalize the inner city commercial district through physical redevelopment and attraction of new retail and entertainment venues. These venues will attract a more affluent

clientele. HOTC realizes the vitality of the downtown is essential to the economic health of the entire city & region.

What are your current boundaries?

Our area’s boundaries are from Hackberry to Expressway 83 and from Bicentennial to 10thst.

Why should I join?
Locating in McAllen’s Downtown Entertainment & Cultural District versus anywhere else in the city:

  • Special permit granted every 3 years to Bars, Lounges, & Dancehalls waiving the normal minimal distance of 600 feet from churches, schools, and residential areas

  • Waiver of having to go through the traditional  Conditional Use Process New ordinances allowing mix use of commercial & residential (Second floor loft  living above businesses)

  • Alternative parking requirements

  • New Multi-Million Dollar parking garage with lease space for parking & restaurants

  •  Marketing Assistance & Guidance from the Heart of the City
